How can protection from abuse reliably be secured? Of the four listed consequences of sexual abuse, three concentrate on damage to public image. The abuse is presented as tragic, but public exposure of the abuse and the resulting damage to appearances are presented as at least as tragic.

This document does feature an endorsement of police involvement not necessarily preceded by multiple appeals and confrontations, but this appears to be because a sibling does not occupy the same place in the authority structure that a husband and father does.
